MCS is seeking interested and qualified candidates to serve as Disaster Housing Assessors for the FEMA Individual and Households Program (IHP) Field Services Contract. This role is critical in assessing and documenting post-disaster property damage to accelerate the survivor recovery process. Assessors may be required to deploy to affected areas on short notice to all US states and territories… Assessors will be part of a network capable of completing assessments within 24 hours of deployment using tablets to document property damage, enabling FEMA to make swift grant determinations.
Responsibilities
Preparation
Complete and maintain training to be eligible for damage assessments
Maintain/confirm your deployment availability within the MCS Assessor portal
Acquire necessary safety attire, communication (cellphone), and tools to perform assessments
Stay current with and adhere to the MCS Code of Conduct, Safety Policy, company training, availability, timekeeping, and travel reimbursement policies
Deployment
Arrive at the disaster field office at the appointed time for briefing and equipment issuance. Onsite arrival is expected within 24 hours of deployment, depending on travel availability.
Schedule, coordinate, and meet FEMA disaster survivors at their home to perform assessments
Conduct assessments with disaster survivors according to FEMA specifications and guidelines, including:
Explaining FEMA documents, answering basic questions, verifying ID, insurance status, ownership, residency, and household composition
Measuring total square footage and addressing all data fields in FEMA software
Recording damage levels based on roof and crawlspace assessments, and damage to personal property and furnishings
Act as an MCS Recovery Partner by providing exceptional service to the disaster survivors. This may include directing survivors to additional resources such as emergency shelters, temporary housing assistance, filing for unemployment benefits, and applying for grant support.
Complete and return assessments to MCS within five days and submit accurate timesheets and travel reimbursement forms weekly
Respond to MCS or FEMA requests via email and phone within 12 hours
Perform other technical assistance duties as assigned
General Information
When deployed, Assessors often work long hours and may work 7 days a week
Austere conditions should be expected and prepared for by all Assessors
Deployment is not guaranteed for every disaster and is determined by the size of the response needed
Assessors must be able/prepared to:
Operate in a high stress environment while providing exceptional customer service
Traverse stairs and uneven terrain to access all levels of properties
Maintain personal hygiene
Be on deployment for extended periods of time
Travel to and from the disaster region and to individual properties
Courtesy and professionalism is required in all interactions with survivors, FEMA employees, and MCS employees
Qualifications & Experience
High School diploma or GED equivalent required
Fluent in speaking, reading, and comprehending English. Knowledge of Spanish a plus.
Proficiency in basic math and computer skills required
Must be a US Citizen and have a valid driver’s license
Must be able to take and pass a FEMA-required background investigation, credit check, and fingerprint analysis. Candidates must have physically resided in the U.S. or a U.S. territory for at least 3 of the last 5 years at the time of the FEMA background investigation.
